Five Power Defence Arrangements by Air Vice-Marshal Warren Ludwig AM, Commander of the Integrated Area Defence System at Butterworth, Malaysia

The Five Power Defence Arrangements (FPDA) was established in 1971 between Australia, Malaysia, New Zealand, Singapore and the United Kingdom.  An FPDA 40th Anniversary celebration and meeting of Defence Minister’s from each nation was held in Singapore on 1 Nov 11.  Across the 40 year life of the Arrangements, the FPDA has evolved from a nascent air defence capability to one which now incorporates world-class combined and joint training and activities.  The FPDA continues to evolve to remain relevant to each of the member nations, is an effective part of the regional security architecture and Australia’s participation remains firmly in the national interest. The briefing will provide an overview of the FPDA, outline the current exercise and activity programs, and discuss its continued evolution including the challenges.

Air Vice-Marshal Ludwig AM

Air-Vice Marshal Warren James Ludwig was born in Brisbane, Queensland in 1960 and completed secondary education in Townsville in 1977.

He joined the Royal Australian Air Force in 1979 and graduated from Navigator's Course in 1980. Air-Vice Marshal Ludwig then flew as a P-3C Orion Navigator, Sensor Operator and Tactical Coordinator with No. 10 Squadron based at RAAF Edinburgh until 1988, prior to undertaking Navigator and Tactical Coordinator instructional duties with No. 292 Squadron.


During 1990-1992, Air-Vice Marshal Ludwig was posted to the position of Air Force Liaison Officer to the Naval Air Warfare Center at Warminster, Pennsylvania. He then completed two postings to the AP-3C Orion Project Office in Canberra: the first in 1993-94, and again in 1996-98 as the AP-3C Project Manager.


Air-Vice Marshal Ludwig assumed Command of No. 10 Squadron at RAAF Edinburgh in 1999, prior to returning to Canberra in 2001 as the Deputy Director Offensive Operations and then the Director of Combat Capability Management in Air Force Headquarters. His subsequent posting in 2004-05 was as the Officer Commanding No. 92 Wing at RAAF Edinburgh.


Between August 2007 and October 2009, Air-Vice Marshal Ludwig commanded Surveillance and Response Group at RAAF Williamtown, prior to undertaking the role of Deputy Commander/Chief of Staff Headquarters Joint Task Force 633 in the Middle East from October 2009 to April 2010. He assumed the role of Director General Intelligence Surveillance and Reconnaissance in Air Force Headquarters in May 2010.


Air-Vice Marshal Ludwig was promoted to his current rank in October 2010 for command of the Integrated Area Defence System at Butterworth, Malaysia from December 2010.
 

He is a Member of the Order of Australia, and is a graduate of the RAAF Command and Staff Course (1995) and the Australian Defence and Strategic Studies Course (2006). Air-Vice Marshal Ludwig holds a Master of Business Administration in Project Management and a Master of Arts in Strategic Studies.
