The current RAAF organizational structure is top-heavy, unbalanced and too compartmentalized. This results in stove piped training, which inhibits high-end, networked and integrated joint collective training.
Space Command should make deliberate decisions on its organisational design by working through each element that will enable the Executive to bypass the constraints of traditional Services. a true representation of Space Command’s successful establishment will be observed when it is considered as part of Australia’s national power and used as such by the Government.
The nature of war demands attention to the human factor above any other single factor.
Criticism is equally applicable to political and military commander alike. The changing nature of military operations commensurate with the increased commitment to UN activities now requires that military commanders be well versed in ethnicity, history, and cultural factors.
Like any form of combat power, air power does not develop in isolation; nor is it static. Even
if there were no formal process linking its theoretical development and practical application
to other elements of national security, plainly it will remain responsive to a range of external
influences from the wider civil and military communities which combine to shape the
national security outlook.
